In a startling diktat that has pet owners up in arms, the Chandigarh government has ordered dog owners to not let their pets breed, not keep more than two dogs at a time and carry a big stick when they walk their dogs. Owners have also been asked to take along a plastic bag to pick up their dog’s poo and keep the streets clean.
‘‘I have a male and female Pomeranian and another pair of Lhasa Apsos. I wonder how I will stop them from breeding,’’ said Simran, a well-known veterinarian in the city. ‘‘This is an infringement on the right of dogs to fulfil their biological needs.’’ More...
