Officials in Bangladesh awarded the prize of a 14-inch Sony colour TV to Binoy Kumar Karmakar for performing the task across the past 12 months.
Karmakar used traps, poison and flooding to capture the animals and kept their tails to keep count.
The Bangladesh government launched the initiative because around 10% of the country's crops are lost to the vermin each year.
"During the year, our farmers killed around 25 million rats," agriculture department spokesman Abdul Halim told AFP. "Binoy Kumar Karmakar has been declared the champion for killing 39,650."
